Case details:

Kelly was last seen on December 7, 1983, at around 4 p.m. at the home of a friend on Highway 21 in Neshoba County, Mississippi. Kelly’s neighbor gave him a ride to the friend’s house but the friend was not home at the time. Kelly told his neighbor he would wait and the neighbor left him there on the front porch. Kelly was later seen sitting on the porch swing around 4 p.m. This was the last time he was known to be seen. He was not there when his friend returned home and has not been seen or heard from since.
